Barts Offers SWAs Savings via Postage Costs

This past summer, On Point Technology attended the UI Technology Connection Conference in Portsmouth, Virginia. The demonstration of Barts’ latest modules, Internet Response Module for Employers (IRME) and Electronic Wage Audit Notice (eWAN), caught the interest of many UI program and information systems staff. These features allow employers to receive and respond to their Wage Audit Notices (WANs) via the Internet. WANs are sent out as part of the Quarterly Benefit/Wage Crossmatch. These new modules save State UI Agencies time and money, and provide substantial convenience and savings for the employer community as well.

These modules tie directly into one of the featured workshops that garnered considerable attention, Postage Costs - Challenges and Opportunities for Savings. As you may know, as of October 1, 2007 the United States Department of Labor (USDOL) is no longer directly paying for “employment security” related postage costs. Instead, all State Workforce Agencies (SWAs) must now assume responsibility for paying their own postage costs, as well as any postal management services currently provided to the SWAs through the UI Supplemental Budget Request process. This change in USDOL policy, communicated in Training and Employment Guidance Letter 04-06, requires some SWAs to alter their business practices while enabling others to take advantage of increased flexibility as well as the potential for greater savings.

Did you know that Barts can reduce mail costs in several ways? Most importantly, supporting the use of the Internet for the SWAs to both send and receive WANs. Barts 3.0, can also be configured to send a consolidated Determination Notice which reduces postage costs by:

  • Issuing a single Determination Notice covering multiple issues.
  • Combining weeks from multiple benefit years onto the same Determination Notice.
  • Combining weeks from multiple benefit programs (UI, UCX, etc.) onto the same Determination Notice.

GPRA Targets & Performance For FY 2006 - FY 2008

The United States Department of Labor’s (USDOL) Employment and Training Administration (ETA) recently released Training and Employment Guidance Letter No.6-07. The Guidance Letter summarizes the unemployment insurance (UI) program’s Government Performance and Results Act (GPRA) performance for FY 2006 and announces the FY 2007 and FY 2008 goals and targets.

Goal and Indicator categories are:

  • Payment Timeliness
  • Establish Tax Accounts
  • Detect Overpayments
  • Facilitate Reemployment
  • Efficiency

NY Task Force Targets Employee Misclassification

New York Governor Eliot Spitzer has issued an Executive Order that creates a Joint Enforcement Task Force to address the problem of improper classification of workers as independent contractors rather than employees.

Effective immediately, the Executive Order will allow for greater coordination among state agencies’ charges with classification enforcement and creates a new Joint Enforcement Task Force led by the New York State Labor Department.

The Task Force will work to strengthen enforcement and avoid duplication of effort by sharing relevant information, coordinating investigations and enforcement actions, and educating the business community and the public at large. The Task Force is required to issue a report to the Governor on February 1st of each year, detailing its actions, and suggesting potential legislative or regulatory changes in this area.

Aware - A Tool of Many Uses

One of On Point Technology’s clients has implemented a new and novel use for our Aware package software application that we thought our readers would find interesting.

They are using Aware to generate targeted audits for their Tax Auditors. In order to begin the process, they search on the North American Industry Classification System (NAICS) code that they are interested in auditing. They then drill-down further by filtering the list by county code and then group the results by ZIP code. Each auditor then receives the list of companies in the targeted ZIP code for which they are responsible.

Even though this process sounds arduous, the whole effort is accomplished in a matter of a couple of minutes and the auditor then has a print out of their targeted companies.

NASWA’s 2007 UI Directors’ Conference & Legal Issues Forum

Last month, On Point Technology representatives Bob Yokavonus, Hit Mistry, and Woody Tucker traveled to Nashua, New Hampshire to exhibit our package software solutions - Aware, Barts, and Recover - at the 2007 UI Directors’ Conference and Legal Issues Forum.

Due to the growing interest in fraud and overpayment detection, SUTA dumping, PEOs, misclassified workers, case management, and recovery, there was an almost constant flow of people stopping by to speak with us and view product demonstrations. All of us at On Point Technology are thankful for the attention the products received and the very positive comments we received.

The one and a half hour workshop provided us the opportunity to fully demonstrate the power Aware has in providing sophisticated ad hoc workforce reporting, identity theft detection, organized fraud and internal theft prevention, and its data compression capabilities.

We wanted to take this opportunity to thank New Hampshire Dept. of Employment Security Commissioner Richard Brothers and his staff or putting together a terrific conference. The program was interesting and timely, the food excellent, and the off-hours activities fun and unique. Thanks to all who worked so hard to make the conference a success.

On Point Technology Welcomes UI Experts

On Point Technology is pleased to announce two additions to our company: Rebecca Sperlazza and Dave McCarville.

Ms. Sperlazza spent more than 30 years with the Virginia Employment Security Commission. Starting her career as an Unemployment Insurance (UI) Claims Adjudicator, she rose through the ranks to become a Field Office Manager and UI Regional Director, a position in which she provided direction and oversight to staff members in nine field offices. Becky also served in an acting capacity as the Chief of Benefits.

Mr. McCarville has over 20 years of in-depth experience with UI Benefits and Tax Systems. As a consultant for the Illinois Department of Employment Security (IDES), Dave managed many successful projects, and retained an unrelenting commitment to the highest standards of quality. Mr. McCarville has also held other managerial positions, including Managing Consultant for Computer Power Group, and Senior Practice Director in the Chicago branch of Spherion Technology.

Becky will be working out of On Point Technology’s Ashland, Virginia satellite office; we will be taking immediate advantage of her UI expertise. Dave will be working out of On Point Technology’s corporate headquarters. He will be responsible for designing the interfaces for our products as we continue to develop and deploy solutions to serve State Workforce Agencies. Please join us in wishing Becky and Dave well in their new career.
