Arizona acquires Aware and Barts

On Point Technology is pleased to announce the Arizona Department of Economic Security has contracted with us to implement our Aware and Barts package software applications. The Agency has been a long-term user of the mainframe version of Barts, which has been converted and upgraded to a Web-based version offering a host of significant advances and improvements. According to Dennis Green, MIS Manager at the Agency, "Arizona looks forward to becoming a State with a first-class security system in place including fraud detection and identity theft. Barts and Aware will help us achieve our goals without adding staff resources." On Point Technology looks forward to continuing and extending our relationship with the Arizona Agency.

USDOL announces nearly $10 million in grants to strengthen state UI systems

On September 29, 2006, the U.S. Department of Labor announced that it has issued almost $10 million in grants to help ensure that unemployment insurance is reserved for those who are entitled to it and to better help those who have lost a job to re-employment services.

The grants, based on State requests, will support a variety of projects to prevent, detect, and recover improper benefit payments including using the National Directory of New Hire to block individuals from claiming benefits after their return to work, using automation to detect and recover improper payments and matching claims data with other government databases to deter fraud. The grants will also fund projects to promote quick re-employment through the enhanced use of automation to assess claimant's needs and connect them to re-employment services.

Alaska DOL deploys both Barts and Aware

Alaska's Department of Labor and Workforce Development (DOLWD) has deployed the latest versions of Barts and Aware. On Point Technology worked closely with Pat Shier, Employment Security Tax Director, and his staff to ensure the products met the needs of their Benefit Payment Control (BPC) unit. As a result of this project effort, Alaska is upgrading from the original version of Barts deployed in the 1990s to version 3.0 of Barts. "This version of Barts includes innovative ideas and best practices generated from the combined experiences of our many customers," stated Michael Lorsbach, President of On Point Technology.

Adjudication of non-earnings issues, processing of an unlimited number of issues per case, and the ability to add external documents such as interview questionnaires to the digital "case file" are a few of the most desired functional enhancements in Barts 3.0.

In addition, DOLWD is expanding its pursuit of organized fraud and SUTA dumping by utilizing On Point Technology's Aware software package. BPC staff received extensive training on FraudIT's (Fraud Investigative Tool) one-click audits in addition to the ad hoc query tool, Workforce Reporter. DOLWD staff now have the ability to independently investigate fraud scenarios from their desktops.

On Point Technology demonstrates at 2006 UI Directors' Conference

In November, representatives from On Point Technology demonstrated our package software products, Barts, Aware, and Recover, at the NASWA UI Directors' Conference and Legal Issues Forum in Denver, Colorado. We thank the many attendees who stopped by our booth to experience these applications, which represent the full suite of functionality to locate, process, and collect UI Benefits overpayments, both fraud and non-fraud.

A special thank you to Mike Cullen and his staff of volunteers from the Colorado Department of Labor and Employment who hosted a top-notch conference. The program was exciting, timely, and relevant, the site and refreshments first-class, and the entertainment and down-time activities exceptional, including the timeless humor and social commentary of cowboy/veterinarian Baxter Black. Thanks also to Rich Hobbie and the NASWA staff for their support of the conference and the many State Agency, U.S. Department of Labor, and non-governmental presenters who contributed significantly to the quality of the program. Papers presented at the conference will be posted on the NASWA Workforce ATM Web site (www.workforceatm.org).

This conference marks the end of On Point Technology's 2006 exhibit schedule, but we're looking forward to a full slate of conference appearances in 2007. Did You Know?

Did you know that effective October 27, 2006, a new rule concerning the confidentiality of unemployment compensation information took effect?

The U.S. Department of Labor issued a new final rule to set forth the confidentiality and disclosure requirements of Title III of the Social Security Act and the Federal Unemployment Tax Act. The rule also amends the Income and Eligibility Verification System regulations, a system of required information sharing primarily among State and local agencies administering several federally assisted programs. States that need to amend their laws, rules, or existing agreements to conform and comply with the requirements of this rule have two years from the effective date to do so. Industry News

U.S. Attorneys in federal court prosecuted and successfully convicted Severo Pena of defrauding the California Employment Development Department out of $124,000 in unemployment insurance (UI) benefits.

The case involved 15 counts of mail fraud and five counts of identity theft. Pena was found guilty by the jury, of having more than 295 separate UI checks sent to five different addresses he either owned or controlled. The checks were cashed at a check cashing business and several grocery stores. The identity theft counts stemmed from the defendant's use of other person's identities without their permission, to file the fraudulent claims for benefits.
