Recover: smart software for automated recovery and collections management

On Point Technology introduced its newest software application, Recover, at the NASWA Winter Policy Forum in Washington, D.C. last month. With the introduction of Recover, which automates overpayment recovery and streamlines collections management, On Point Technology strengthens its position as the nation's largest independent solution provider dedicated to state workforce agencies and addresses a large unmet need in the unemployment insurance industry.

Recover improves the collection of UI overpayments by automating many components of the process, which allows state workforce agency staff resources to be used more efficiently and facilitates much higher recovery rates. And because every state handles collections differently, Recover is highly configurable in order to accommodate each state's unique statutes, regulations and processes.

States have good reason to implement Recover. New regulations being discussed at the federal level would lead to intensified scrutiny of collections effectiveness. The U.S. Department of Labor's FY 2007 budget overview proposes to establish for recovery at least 60 percent of the amount of estimated overpayments that states detect. States that do not collect overpayments efficiently could be subject to corrective actions by the DOL.

On Point Technology's Recover generates interest at NASWA Winter Policy Forum

On Point Technology representatives recently had the privilege of unveiling the company's new automated recovery and collections management software, Recover, at the NASWA Winter Policy Forum held in Washington, D.C. They also exhibited On Point Technology's Aware and Barts software, which are becoming recognized as mainstays in the workforce agency community's fight to maintain the integrity of UI programs.

We were thrilled with the number of attendees who spent time at our exhibit and expressed genuine interest in our products and our continuing efforts to protect state UI trust funds. On Point Technology sends its thanks out to Rich Hobbie and his NASWA staff, who provided a terrific setting, a timely and relevant agenda, wonderful food and all of the support we needed.

Bush FY 2007 budget request revives UI integrity proposal — The Bush Administration's FY 2007 budget request, announced February 6, 2006, includes a revival of last year's Department of Labor (DOL) integrity proposal. However, this year's version eliminates a proposal to allow states to receive federal administrative loans to upgrade their technology and adds a requirement for employers to include a "start work" date on new hire reports. This year's initiative also proposes to:

  • Prohibit state laws that non-charge benefits paid due to an employer's late or incomplete submission of separation information.
  • Allow states to retain part of recovered overpayments and underpaid taxes for use in fighting fraud.
  • Mandate a 15 percent state penalty for fraud and allow those funds to be used to conduct payment "integrity" activities.
  • Facilitate return to work by allowing state waivers of federal requirements (for demonstration projects).
  • Provide states an additional $10 million for UI identity theft and $30 million for expanded re-employment and eligibility review initiatives.

Internet may eliminate paper, but Aware can still find a trail — With the rapidly expanding use of the Internet for filing initial and continued claims, there is a growing need to protect against UI fraud, which is now easier than ever to commit due to the sense of anonymity the Internet creates. However, perpetrators aren't as anonymous as they think. Online activities can be traced back to an Internet protocol (IP) address—a unique number assigned to each computer that sends and receives information over the Internet.

With On Point Technology's Aware application, an agency can analyze the IP addresses being used to file claims over the Internet. Once an IP address has been identified as one from which multiple UI claims emanate—a good indication that a UI fraud scheme is underway—it is traced back to the Internet service provider (ISP). It is then possible to petition or, if necessary, subpoena the ISP for the identity of the user associated with that IP address when the claims were filed.
