On Point Technology to exhibit at UI Directors Conference in Salt Lake City

On Point Technology will soon travel to Salt Lake City, Utah, for the Unemployment Insurance Directors Conference and Legal Issues Forum, where the company will be a Gold Level sponsor. Representatives will join state workforce agency administrators for the event, held October 24-27, where they will demonstrate the entire suite of On Point Technology's UI applications, including Aware, Barts and GuidePoint.

Demos will take place in the exhibit area on October 25 and October 26 from 7 a.m. to 5 p.m., and on October 27 from 7 a.m. to noon. With the conference agenda highlighting such topics as fraud, identity theft, UI information theft, overpayments and SUTA Dumping, the presentation of On Point Technology's fraud and overpayment detection and management applications could not be more timely or relevant.

On Point Technology sponsors NASWA's 2005 Annual Conference in Rapid City

On Point Technology recently returned from NASWA's 2005 Annual Conference, held in Rapid City, South Dakota, September 12-15. Representatives Mike Lorsbach and Ron Burkhart demonstrated the company's products, shared their project experiences and heard from state workforce agency administrators about current policies and best practices.

Highlights from the conference included a presentation by Larry Temple, Executive Director of the Texas Workforce Commission, regarding his state's heroic response to Hurricane Katrina, and a workshop entitled "In Pursuit of the Perfect IT System," where representatives from New Mexico, Ohio and Texas shared the painful lessons learned from producing custom-built software solutions and managing consulting firms. Administrators were also impressed with the "Unemployment Insurance Financing" session, where Ron Wilus, Chief of the Division of Fiscal and Actuarial Services for U.S. DOL's Office of Workforce Security, illustrated the multi-year trend of decreased funding. Given the current budget environment and deficit levels, administrators have an obvious and urgent need to improve productivity and efficiency in their workforce agencies.

Between sessions, On Point Technology reps demonstrated the company's Barts and Aware software. Several attendees mentioned their agencies are in the beginning stages of UI modernization and need to prioritize project efforts. On Point Technology's short timelines for implementing packaged software and quick, significant return on investment provide compelling reasons to make improving UI integrity the top priority.

On Point Technology is grateful to the South Dakota Department of Labor for planning and executing such a successful conference. The staff's tireless efforts were celebrated on the last evening with a dinner at Mount Rushmore, a lighting ceremony and a special surprise multimedia presentation in the national park's outdoor amphitheater.

Louisiana Governor issues order to suspend certain UI laws for workers displaced by Hurricane Katrina — At On Point Technology, our hearts and thoughts go out to everyone who has been touched by the recent devastating Gulf Coast hurricanes, particularly our colleagues in the state workforce agencies directly affected and the people who have volunteered to help relieve those agencies.

In response to Hurricane Katrina and the substantial increase in the number of unemployment claims filed, Louisiana Governor Kathleen Blanco issued an executive order that suspends many provisions of the state's unemployment insurance laws for workers displaced by the hurricane.

Under the order, benefits will not be charged to the employer's unemployment tax account. The order also waives claimant work search requirements, and suspends many disqualifications that could delay the payment of benefits or employer access to personnel files.

Governor Blanco originally issued the executive order on September 12, 2005, and it has since been extended until Sunday, October 23, 2005.

Some of the most successful fraud schemes are carried out by insiders who take advantage of their positions to scam the unemployment insurance system. State workforce agency employees work alone or in collusion with other employees to perpetrate these schemes. Agencies have tried various techniques to counter such crimes, including separating duties so that no single employee has control over an entire process, enhancing managerial oversight and matching employee social security numbers against claims data. These methods work ... sometimes.

One of the most popular insider frauds is the "return to work" scam, in which an agency employee in charge of processing return-to-work claims redirects one or several checks to an address other than the claimant's before closing the claim. The scam is simple, involving only the change of an address and a change back to the original address, but it can be caught relatively easily. The key to detecting this type of fraud is to identify employees who are processing an unusual number of address changes, and this data is often available in the agency's transaction files. Unfortunately, not all agencies have the ability to read and analyze these files, and for those who do, the process is cumbersome and time-consuming.
