UI Benefits Module

Because identity theft underlies many UI claims fraud schemes, the UI Benefits module enables agencies to analyze disparate data sources and discover patterns that indicate possible identity theft. The module utilizes 19 "one-click" audits to analyze all possible sources of identity theft-based UI fraud: claimants, employers and agency staff. The list of audits was developed with input from fraud investigators from several states. Some are based on actual data clues discovered by agency staff that led to the exposure of UI fraud schemes driven by identity theft.

Conduct effective investigations as fraud schemes evolve

The UI Benefits module also helps agencies conduct effective investigations as fraud schemes continue to evolve. Because some existing benefits systems were developed as many as 20 to 25 years ago, it is unlikely that data specifically intended for fraud detection was built into the original database schemas. Instead, these fraud detection programs rely on data gathered for other purposes, like claims adjudication or federal reports. Many programs are not equipped to address the technological advances that have made filing claims easier, such as telephone and Web-based claims. For example, IP addresses did not exist when most benefits systems were first designed in the 1970s. Because many claims are now submitted via the Internet, collecting IP addresses is an invaluable fraud detection method that can indicate if numerous claims originate from the same IP address, a tip-off that a fraud scheme is likely underway. Toll-free 800 numbers also allow claimants to file easily and inexpensively, but many systems don't have the capability to determine how many claims are initiated from the same telephone--an effective clue for spotting a possible fraud scheme.

Combat fraud with 19 built-in audits

Unfortunately, crooks have also benefited from this era of "faceless" claims processing and have engineered new ways to defraud the system. The UI Benefits module utilizes the 19 built-in "one-click" audits to combat fraud, and allows for user-defined reporting that enables you to conduct analyses on the fly without bothering your IT department. The module can analyze your phone records to track inbound calls to your toll-free processing telephone number in order to detect organized fraud patterns, such as several claims originating from a single calling number. It can also check for repeated IP addresses used in claims filed online.
